Tunisian Cauliflower Fritters

- β2 tbsp intensely spicy harissaadjust to taste
- β1 cup all-purpose flourplus more for dusting
- β1/4 cup grated sushi nori
- β2 eggs
- β1 cup panko breadcrumbs
- β1/4 cup olive oil
